Guild Charter

Some friends and I are looking into starting a guild. When I click the Buy Here button on the guild panel, I get the message "This offer is not available for purchase at this time." Is there certain conditions that need to be met, or have they removed it from the store?

You need to be above Level 1 and able to leave the starting area. Take the boat to Stormreach from the Harbor in the starting area. When you reach Stormreach, open the DDO store and search for "Guild Charter". Click the buy option to purchase a charter and create your Guild.
