Is there somewhere I can go to find out what purchases are account-wide, server-wide and character wide?

Additionally I've heard talk of getting some things for free at certain favor amounts, such as the drow race and favored soul class. Is there basis to these claims and do these free unlocks apply to my account or only the server they were achieved on?

There are Favor rewards for Drow, 32 point builds, and Favored Soul. 400, 1750, 2500 respectively. If you unlock anything with Favor, it is per server only, if you purchase Adventure Packs, Character Slots, Classes, or Races, they are per account.
