i noticed while playing my monk last night that i didnt need to actually hit or target anything to use ki strike to set up a finnisher...in essence, if i had enough ki.. i could just do healing curse or dragons breath, or even buff my self when i wanted.. has this been this way or is this new?..

No bug here; its always been that way. If you've got the ki, you can build the finishers.
