I'm creating a new character. I'm just wondering whether stats like Intelligence, Charisma and Wisdom affect the conversation or interaction options in-game.
In some old D&D games, those with higher Int or Cha gets more options...

No but certain Skills (Bluff, Diplomacy, Intimidate) will open up more options on certain NPCs.
EDIT: However, there are runes in some areas which require a certain base stat to activate. I don't think it's possible/wise to build a character to meet all the requirements though.

Bluff and diplomacy (followed by intimidate) can give you more text options, but these are such limited circumstances that to take them into account on any build is foolish at best. Off the top of my head, there are only 2 quests where conversation skills matter enough to get the extra options. The first is to avoid paying 10,000gp to advance deleras tomb (easily accomplished with only 3 bluff), and the second is in the crucible to get rid of the cleric boss in the last fight.
In any case, the vast majority of extra text can be easily triggered with a stat item, greater heroism, and skill item, even if the character has 6 charisma and zero ranks in the particular skill you need.
Look at it this way, I never bother carrying a +15 intimidate, diplomacy, or bluff item on any character, including my rogue that uses diplomacy in combat regularly.
