What does this mean?
It means you can make your powerful stats "odd" then use a +1 tome to achieve another even gain earlier than it naturally would be. This means your characters are "better."
For example, my halfling monk, 28 points, started out as follows.
12,16,14,8,16,8
If I had a 32 point build, it would have been as follows (most likely)
12/17/15/8/16/8 ... Im fairly certain wisdom costs 3 points to raise a 7th time, or I'd have put it there...You could go 13 strength instead, but I like a higher concentration and overall hit point value...really to each his own..
Now...hit level 4 with initial enhancements and a +1 tome of supreme ability and your levelup added into wisdom, that makes the stats look like this:
13(+1)/19(+2)/16(+1)/9(+1)/19(+3)/9(+1) Now add in level 5 required +3 items (or 3 required racials) to your main stats...
16(+4)/22(+5)/19(+4)/9(+1)/22(+6)/9 As a monk at level 5 this means, just from stats, Handwrap attack: 1d8+3 per swing, +5 to hit (finesse!), +6 ac from dex, +4 to concentration and +20 hit points, +6 to AC from wisdom...
So you're attacking unarmed at level 5 with a base +10 to hit (just bab with fob and finesse stat) with 22 base AC just from your base stats....
32 point builds can be a little more powerful, but they aren't entirely game breaking. It's a good reward, but I wish I could have bought with turbine points instead.
