(And because I am rather blind when reading walls of text for exactly what I'm looking for sometimes...)
Did they change the entry requirements to get into the Vale?
My guildies said "Hey, come along and get some loot, you might get lucky for some stuff in a couple levels." I talked to all of the NPCs, got my small ingredient bag, but the man who unlocks the gate's dialogue box was empty. I am only level 8 and realize that I would not qualify for any XP of any kind, nor would I be able to enter any of the dungeons, but I was told that they used to be able to bring smaller characters in for the rare chests.
Did they change the minimum level requirement to enter the Vale? And if they did, how was I able to enter the Sands of Menechtarun at level 2 on my monk? It is a similar situation, approximately 4-6 levels lower, so I do not know why they would change one and not the other.

PS...No flaming required. Yes I wanted loot for no work, but it was ultimately to improve my character for when I leveled a couple more times. Could this be looked at as "exploiting?" sure, but it is no different than a player handing me my holy burst item of pure good, I just looted it instead. And I know I'm a loot *****.
PS2...I called a GM on the issue and he couldn't give me an answer, his only question was "Were you trying to get into Shroud?" And I replied "No, I just wanted entrance into the wilderness area of the vale" His response to that was "Well I cannot teleport you in there, they change things constantly so you might want to check the patch notes."
With all of the anti-powerleveling mechanics in place, I just do not see the need to have a minimum level on wilderness areas.
