Resting?

I'm a barbarian, and I went to use my rage. It said I must rest before I use it again?
That being said I had healed up in the tavern before trying, so I guess my question is, outside of rest shrines inside of instances, how do I rest? In town say? Hrmm

stand 60 secs in a tavern to rest enough to re-use clicky type abilities and items.

you cannot rest in town or quests outside of a tavern or shrine or recalling when a quest is completed, which is new.
