Kind of...You gain increased favor for each difficulty of the quest (Solo, Normal, Hard Elite) you complete. However, once the quest is complete on Elite that's all the favor you get for it.

Just to clarify, Once you do a quest on a certain hardness level be it solo, normal, hard or elite thus ends the favor points for that quest for that hardness level. so yes what Gadget said above.. once you have done it on elite, because it is the highest level of the hardness levels.. would be the end of favor for THAT one quest. this maxing it out.

What they said above is correct but let me break it down just alittle bit more since you are new, just in cast.
Quest X is worth 3 favor on Normal. That means on Hard it's worth an additional 3, or 6 if you've never run it before. Elite will be an additional 3, or again, 9 if you've not run it. That being said if you've never run the quest you'll get a total of 9 favor for it if you run Elite first, and will receive no favor for running it on Normal or Hard. You will still get the XP bonus for completing it on whatever difficulty for the first time however. That being said, whatever the favor is on Normal, its twice that on Hard, and 3x for Elite. These factors do not stack nor can they be obtained more that once. I hope I didn't confuse you any more, good luck in the game.

Nope didnt confuse me thanks for all the info! As a follow up question though, are all quests in the game worth such little favor? Me and a friend rolled these characters to attempt to get the 32 point builds. If all the quests are worth around 8 favor we're going to finish all the content before we even get to roll the characters we actually want! haha. Around what level should we reach the 1750 favor mark?

Is the favor bounded to a specific character or is bounded to the account the character belongs???
Turbine Points are rewarded as you gain favor points and TP are bounded to an account; so if I gain 500 favor points with two differents characters (doing the same quests) of the same account... I really have 1000 favor points to spend in TP or just 500????
Are the favor points independent of the server you're playing??? The same thing... I have have 500 favor points from a character in Khyber Server and 500 favor points from other playing in Ghallanda... I have 1000 favor points to translate into Turbine Points or just 500????

Favor is bound to the toon that earns it. The turbine points that you earn through the favor on each toon is bound to your account. Say you have a fighter and a wizard that have each earned 250 favor points. Those points do not add up in the account. But now if each toon has earned 125 tp for example, the account will show 250 points earned.
Also favor is independant of the server. If you have toons on Khyber that have earned 800 tp and then you go to Thelanis and earn 50 tp on a toon there, you will have a total of 850 tp to use in the store.

For things like Drow and 1750, they are character specific. So you have to reach 400 or 1750 favor on a single character. The benefits are server specific. Drow can be bought, and that unlocks Drow for all servers.
Favor per quests vary. Low level quests are usually around 3/6/9. But higher level and more difficult quests usually give more, sometimes much more. The Pit, a level 7 quest that many find difficult is 9/18/27. The highest I've seen is the Shroud at 11/22/33. I usually find that I reach 1750 at level 15 or 16. It might take you a little longer if you're new and don't know the quests well.
For Turbine Points, you get points for 10, 25 etc. I believe that is once per account. You also get 25 TP for every 100 Favor gained on each character. So if you have 500 on a character on Khyber and 500 Favor on Ghallanda you should have 250 from favor plus your 1 time rewards.
Quest vary in value from 6 favor for elite to as high as 33, and will generally increase with level
However, a vast majority of quests are in the 9-15 range
There is only 3085 favor total available in DDO: unlocking 32 point builds requires you to run most of the game's content.
There are a wide variety of characters who are quite effective as 28 pt builds. Make some of those to get the favor, and put off your complicated/difficult multiclasses (pal, monk, etc) until you get 32s.
making sorcerors, wizards, clerics, bards, and pure barbarians/fighters and non-ac based rangers with 28 pt builds will give you characters fully as effective as the 32 pt variants.
Its when you're trying to work in a build that has to excel at 5 of the 6 statistics that the last 4 build points are significant.
