The favor reward for tier 1 of the Agents of Argonnessen should be changed to an flawless siberys dragonshard. This is because the quests that form the basis of the favor are in the range level range 13-17 so it's likely that by the time people get this reward they will already be level 17, and thus have no use for a normal siberys shard.

But the exceptional is the lvl 13-17, I thought. Flawless is 17-20.
And add in both as options.
