Account Regionalization

I have read this in another thread and would like some clarification on that.
Two questions:
1) Can I access my in game account from any country? I just built up a chrarcter in the US and will be moving to europe shortly. Will I still be able to access my account / i.e. play from europe with that chararcter.
2) If you have bought turbine points for the US account will I still be able to access the points / the accoutn from europe?

That shouldn't be a problem. I'm playing from Europe right now, and it works smooth. Just be sure to not download the European client when you have moved in

I am not that sure from what I have read in some other messages. There seems to be some IP check. Also I am encountering serious issues with the online shop in terms of not being able to purchase turbine points with a ppal or ccard account thats not located in the US what basically suggs badly.
