got this for end reward for elite prey and wanting to see what kind of offers i could get for it in scales. Another option is +2 con tome so I just want to see if any takers before I pick a reward.

You're calling it a trade offer but this sounds a LOT more like a price check. (I would avoid commenting on a trade thread, a price check is fair game) With that as an assumption...I'd go with vendor it or throw it on the AH hoping somebody thinks it's better than it really is. The +2 CON tome is the superior option.

Now, a Good aligned silver of greater evil outsider bane weapon...you'd have hit the jackpot.

I was just about to say it would be perfect if it were silver but riorik covered that. Without the silver component I'd just vendor it because no one with a greensteel weapon is gonna use much other than that.
