As a TWF (two weapon fighting) build, you will want to achieve a 17 DEX so that you can qualify for the entier TWF chain of feats. You can get 17 DEX using any of the following: Base Stat Points, Tomes (+1 to +4), Level up Points (1/4 lvls).

Note that +1 tomes are common, +2 are rarer, and +3/+4 only drop from raids. As a new player, expect to find a +1 DEX tome relatively easily as you approach lvl 10 or 11 you can also buy them of the AH).

I would recommend a 16 base DEX with a +1 tome, putting all your lvl ups into STR.

Take khopesh as your main weapon and take the kensei prestige line.

If 16 DEX is too much of an investment, then THF (two handed) gives also the same DPS for a kensai, yet you need no DEX.

Alternatively, a ranger with the tempest prestige line only needs a 13 DEX to qualify for the pre-reqs (dodge, mobility, Spring Attack) and gets all the TWF free, although their DPS is situational (but more enemies we fight match this category).

Use khopeshes in both hands for the best dps. You can take the Oversized Two-Weapon Fighting feat to negate the penalty for using a khopesh in your off-hand. Khopeshes are highly sought after though.

One thing to keep in mind: Without the over-sized two-weapon fighting feat, you will have a -4 penalty on both hands unless your off-hand weapon is a light weapon. As I understand it, that's a penalty to hit, damage and critical confirmation.

It's only a -2 penalty without the OTWF if the offhand weapon is not a light weapon. The -4 is if you don't have the Khopesh proficiency.
