Why cant we have permanent obstacle courses

One thing that would make me love the game even more and generaly play more during the quiet times would be a group of obstacle courses around the harbour and market etc, maybe we could have a rotation so the courses are diffrent each day, Im sure Im not alone in thinking this.

Or we could have this as an extra store feature so we pay if we want to run the obstacles.

So I ask the question "Why cant we have permanent obstacle courses?"
