This seems odd. From what I'd read or seen, all pre mod9's would be ML1, all post mod9's would be ML7.

I have some old ones and the +2's are lvl 2 and +1's are lvl 1, not sure about what they are supose to be but thats what mine says as well, I did get a new +2 and it is lvl7

*note I guess its "caster Level" so I bet it is LvL 1 like you said, the new one says caster level 2 Min level 7 so i think your right

Now I know what he must be looking at - exactly what you just wrote. All +2 tomes are "level 2" but that's not the same thing as minimum level to use.
