If you connect using an internet proxy (setup in Internet Explorer) you can check this by clicking on Tools > Internet Options > Connections (tab) > LAN Settings (button), look to see if "Use a Proxy" is enabled and if it is first check with your ISP to confirm that the settings are a.) correct and b.) necessary for you to connect (some malware/virus' set themselves up as a proxy on the system).
If the proxy setting is correct and needed, renaming the Userpreferences.ini file (eg. olduserpreferences.ini) in your "My Documents" (XP) or "Documents" (Vista) > "Dungeons & Dragons Online" should have the game redetect it and set it up but if not you might need to edit the prefs file manually.
If you do use a proxy server make a note of what it is in I.E. (name and port) and then open the Userpreferences.ini file and add it to the following lines if after renaming it and relaunching the game doesn't do it automatically to the new one it creates on exit:
[WebBrowser]
HttpsProxyPort="Port number goes here without quotes"
HttpProxyPort="Same as above"
HttpProxyHost="Proxy name goes here again no quotes"
InitialConfigDone=True
HttpsProxyHost="Proxy name goes here no quotes"
Other causes are a corrupt file in the "Browser" folder in that case try this:
- Open C:\Program Files\Turbine\Dungeons & Dragons Online - Stormreach
- Look for the folder named "Browser" and right-click > "Cut"
- Switch over to your desktop and right-click > "Paste"
- Relaunch the game to have it download a fresh copy

not using Proxy, have same Black Screen help\store, tried removing folder - not helped.
The other option may be .Net 2.0 issues/corruption, depending on if it's XP or Vista though there may be an issue reinstalling it. (2.0 is built-in to Vista)
On XP (Exit the game and launcher first) uninstall "Microsoft .Net 2.0" via the "Add or Remove Programs" option in the XP control panel and reinstall it from one of the links below depending on if its XP 32bit or XP64bit:
.NET 2.0 SP1 x32
.NET 2.0 SP1 x64
Let me know if that fixes it or if you're on Vista, though you may want to open a support request also.

I'm having the same problems on Windows 7 RTM x64
oddly enough it works in Lord of the Rings Online.
I do have IE 8 installed naturally, Chrome is default browser, but yeah the game storewindow is empty.
I just logged into the game, first time in a while since the Beta, and my DDO Store is blank as well.
I am on Windows 7 x64 RC.
Everything is up to date on my system as far as I know.
I'm having the same issue. Store window frame is there, but nothing but black. Help screen is the same. All other screens (options, social panel, etc) all work fine. I've rebooted multiple times and same results.
WinXP SP3
IE8 installed, but rarely used, Firefox 3.5.2 default
.NET framework 1.1 and 1.1 hotfix 928366
.NET framework 2.0 SP2
.NET Framework 3.0 SP2
.NET Framework 3.5 SP1
no proxy used
MS firewall is disabled, zonealarm free edition install but ddo is configured for full access
ATI Radeon X1300PRO, dual monitors, playing in a window, not full screen. 1680x1050 for each monitor, Catalyst drivers are from June 09
Hardware acceleration set to full
edit:
Just tried to uninstall/reinstall .NET 2.0 and uninstaller states that it cannot be uninstalled because installed programs require it. (I did this with admin rights)
any other suggestions?

it can't be uninstalled because its part of the Vista architecture, which is part of Windows 7.
It's built into the OS.
TURBINE NEEDS to fix this issue if they expect us to pay them any money ... we physically can not do it as long as our store is blank.
Hey Turbine. You guys got to fix this. I tried everything you suggested here and the page still comes up blank. The DDO ingame page has a frame. its other contents are blank. Please fix this immediately. This is really ruining my game play.
i also have the blank store with a textured background. no proxies/firewalls. ive tried every possible solution mentioned, the only thing that did anything was removing the browser folder, and all that did was remove the background texture thus rendering the window black.
is there any reason for not having an out-of-game store?
I have tried all posted fixes with no luck.
Vista 64
2.8 Quad Core
8 gig ram
GT 260
All system and device drivers are up to date and certified.
I have updated Flash and double checked it across IE as well as Firefox. No effect in game. Flash works fine on its own.
I have uninstalled DDO and reinstalled from scratch, both from disk loads as well as high rez client downloads. No effect.
I have double checked that certain printer software *Read HP Garbage* doesn't cause the problem. No dice.
I have, for a lack of anything else left to try, searched and scanned for spyware/virus. Naturally I find nothing.
I have also pretty much given up on the store working and sigh with sadness because I can not buy a huge collectable bag and they continue to waste space in my shared bank.
Is anyone having this issue utilizing either of the items below:
A "HOSTS" file protection such as the one done by "Spybot Search & Destroy" or a manual one they've setup themeselves?
Are any of you using "Netgear" model routers or a combination router & modem in-one device?

I am not using any HOSTS protection.
I use a D-link router (connected on gigabit port).
The store shows up fine on my wife's computer (running Windows 7).
I am still getting just the store background when I try on my machine (Windows XP).
is there a url we should add or remove from being blocked to our hosts files?
i use avg which means i use no script and a hosts file.....i need the details for the store page if you want me to add it as an exception.
I would start with *.ddo.com and *.turbine.com and *.playspan.com (if possible use the * wildcard otherwise add the www where the * is).
We've found also that adblock software can cause this as well. Basically anything that protects from advertisements (essentially the store is one big list of ads technically) and or page redirects.

I got the same problem anyone see any fix yet? Just a blank textured background. I was looking forward to spending money, so it would be in their best interest to lemme know how to do it...
Mithgar
Confirmed and/or added the www.ddo.com, www.turbine.com and www.playspan.com to both the host file and the white list inside my script stop. No luck.
Is there any other address that the in store game window would be trying to access?
I use a netgear Router. but another computer on the same system has no issue opening the window so we can rule out netgear routers as the cause.

I was getting a blank store window as well.
I had blocked www.google-analytics.com and ssl.google-analytics.com in the hosts file. When I removed that block, the store started working.
Good call SpoilSpot,
commenting out the looping back of the google-analytics lets the store work.
DDO fyi these two sites are in the HOSTS filter list. And I wasted an hour would have been more if I had followed your instructions.
Cheers, and many thanks again SpoilSpot.
No HOSTS or Spybots here, cannot access the store... Grrr.
