He was the fictitious enemy created by Robert E Howard
for his Atlantean hero Kull. Back in the old pulp days of the
20' and 30's.

It's hard to say, since the movie character was more based on the comic book character, instead of Robert E Howard's book version.
But it's my understanding that they modeled the movie character after some of the cult leaders that popped up in the 70's, along with a mixture of Howard's villian Thoth-Amon.
