working on a build, and after searching for an hour couldn't find it, can rangers pick up oversized TWF using the free feat at lvl two of twf, or do you specifically have to train twf to snag the otwf feat?

The ranger feat at L2 is TWF. It is automatic and cannot be changed, exchanged, swapped, etc. Rangers do not need to train TWF, ITWF or GTWF. They do need to train OTWF as well as TWDefense if they want those feats.
Common opinion is that OTWF is not needed for most builds. However, if you have only a marginal STR (or DEX if finesse build) so that you are routinely missing when dual wielding oversized weapons then you may need the feat for your specific build.
I use it on my Ranger. It opens me up for more options when it comes to the right combos of blades.

Oversized is nice at some points, but it i only gives -2 to each hand
End-game, fighter types don't have trouble hitting stuff, so it isn't always necessary.
But to answer your question, yes, rangers can pick it up, because they get the requirement (twf) for free.
