Does the "Bard Wand and Scroll Mastery" enhancement line affect the duration of scrolls?

Description of reads: Grants a 30% increase to the effectiveness of your wands, scrolls, and other items that cast spells.

The power of the spells. IE standard heal scroll does 110. Add 10% for first lvl of wand/scroll mastery and you now do 121 with a heal scroll.

Currently this is how it works. Sept 1 (assuming the schedule doesn't change again) the wand/scroll mastery gets a boost. The first level will do +30% or 143 per scroll, a much needed boost to be sure. Add in other healing boosters and it can be around 200 per scroll, possibly higher.

How did I miss that? Is it just the bard mastery or all of them?

Good question. I only played with the Bard on Lama. I have to assume Clerics/FvS get the same benefit as well. I got my human Bard to 190+. That was without hound bracers and other gear that might boost it. I'm sure 200+ (maybe even 300?) is doable. I'm a bit behind on the gear scene after a long hiatus from the game.
