i reformatted then downloaded the high res and standard clients , and after installation when i try and start the game i get the following message: the program or feature microsoft.net\framework\v1.1.4322\csc.exe cannot start or run due to incompatibility with 64-bit versions of Windows

You need to install the 1.1 SP as well:
(both installers linked below)
Microsoft .Net Framework 1.1
The 1.1 Service Pack (Hotfix)
Both should install on 64bit fine but occasionally there are versioning conflicts during the install due to higher installed versions (3.0/3.5 etc). After contacting support, log into your email webpage to add noreply@turbine.com and accountsupport@turbine.com to their "safe senders" list and your contacts list/address book.
