    1: Divine Favor
    2: Turn off CE/PA

    If he's main tanking, CE is a necessity, but I don't forsee him doing that when there are builds entirely devoted to being a tank (that hit mid-70s+ unbuffed once M9 PrEs drop) that can do it much better.

    PA is less of a necessity. It's a nice increase in damage, but if he's missing as often as you're claiming he might, then turning of PA actually increases his overall DPS.

    I just think its a shame to not be able to use 2 feats that he plans on taking

    He won't be able to use them for maybe 5-10% of the content. At least, that's what the theory is.

    Really, a +1 to hit is still gonna mean he'll need to turn off PA sometimes. It's not like it's a +4 to hit he's missing.

    Interestingly enough, If he were to forget monk wis AC and Evasion as a dwarf he could wear DT full plate and take DoS enhancments and Dwarf Armor enhancements and get a higher AC, and have the option of Strapping on a +5 Heavy Shield for some actual nice AC or still have a great AC as a twf using the monk levels for the feats.. Toughness, CE and of course Dodge which he didnt take. A High Dex Dwarf with DoS and Dwarf Defender with Dwarf armorr enhancements is the direction I would take this build, and in that case the burst DPS from higher cha and DM2 would be helpful combined with the other Pally burst DPS options.
    Just some more thoughts to give more options.

    Also I just noticed the guild of the OP. He should ask his guild leader for build advice since he is the Greatest Paladin in DDO... PERIOD

    To be honest both CE and PA are situational. I'll turn PA on on the portals, in VOD and Pit fiend. CE on when Im soloing or intimidating monsters-other then that I probabaly wont run with either on all the time.
