Yes it can be. You might want to consider Q-Staff for the synergy.
My buddy Norg uses a halfling version of this build to tank Horroth on Elite weekly, so this build is still very effective for what it is built to do. He has taken the build further in terms of equiptment, so maybe he will be kind enough to reply with his current set up.

My completionist project toon is gonna enter into melee world of tr'ing (may be nxt life). This build impressed me a lot (cant wait to try it) but have gs great swords already made. but just curious rogue with great swords wierd right?
Also, I will be spending less time on epics and raids. (Will have to Tr again). I guess this build is impressive in powerleveling.

Since it sounds like you will be trring again and again not sure how much helpful the gear is to you. If you are going to use two handers use a q-staff otherwise if you plan to use other two handers I would suggest trying a different build. This build does level fairly easily if you are looking for a rogue past life. A good idea for all completionist types is to go with handwraps so I would consider getting sets of those..

Dark-star (or any others playing the build): curious how critical you find crippling strike to the main build goals at the endgame? I'm playing around with a variation which takes fewer rogue levels and more monk levels (for various reasons -- I'll probably post it soon for feedback and go into the reasons in more detail).
What about acrobat tier II? Do you find those pieces critical, or just nice to have?

My Hurtlocker is unfortunately on an account that doesn't see much use lately, and so is not up to endgame play atm.
My friend Norg has a halfling version called Grumblegut that was probably the best pre-U10 tank in our circle of friends, so he would be better able to answer your questions.
In general, crippling strike is nice as it effectively adds 5 AC and 5 DR/melee on bosses. I would most definitely also work in Hamstring, and maybe Improved Sunder if the feats fit. Acro II is very nice on a tank, but essential? Probably not, but part of the whole package of this build.
Of note, U-11's changes to the Defender lines and the hitpoint demands of tanking LoB epic should have every tank questioning their builds.

Any tips on gear to pick up for a new Hurtlocker? Just spun one out, got the blademark docent ready for level 5, bidding on level 7 moderate fort belts and divine power clickies... any other suggestions for things to hunt down with a higher level character, or to farm on this one?
Abashi set for +3 ac. I like the litany of the dead with the abbot token making it good. There is +3 dodge and +2 dodge items in a variety of areas. Time sensing goggles for +2 wisdom and 2 slot for swap. Triple air alchemical which has +2 dexterity and +4 insight. The sirens belt is nice because it has a +8 armor bonus.. There are a whole slew of items..

Yeah, I've noticed that there's a ton of items! Did a Chrono run last night, but no Abashi or Time Sensing goggles... just the Time Blade. Trying to prioritize things to get at lower level then higher. I can also run Delera's for the +4 str gloves. Right now MVP is the Stalwart trinket from the Crystal Cove. Just trying to get a feel for what to shoot for first... Definitely enjoying the build even at level 4.
