HELP! Drow not unlocking!

Hi ya'll, I just got to my 1st - 400 favor, but I'm still unable to build a Drow Character.
I got 402 favor total and recieved the letter from the Drow Rep, but I still can't build Drow.
Is there something else I'm supposed to do before it unlocks???!!!!!

Did you talk to the person it told you in the letter to talk to? (They guy by the market bank) And then did you talk to the guy he told you to talk to? (The drow in the harbor)

I know... why read the letter right?

I was role playing......yeah that's it...char's a barbarian w/8 Int, he can't read....
