So I left just prior to Mod 8 coming out (because I hated Mod 8) and now that I am back, all of my guilds are all but dead.

I havent seen anybody from TIP and only one person from ALE in the tenish times I have logged on....

What guilds are still fairly active?

The server is generally very quiet, the calm before the storm as such, mod 9 2 weeks today and it will soon be buzzing again, you will probably even see some of your old guildies back (i hope)!

As for active guilds, we (S t f u) are still fairly active, other guilds I have seen plenty of is ravensguard, lifetakers and heartbreakers, ddo korea, tavern brawlers, not sure who else. Hope that helps.

Sabbat, Plague, Eutopia have plenty of folks still around (not as much as usual but lots might be playing Beta or taking breaks til Mod 9 drops).
