Tempest gets 10-19% more dps, manyshot, diehard, and spring attack. I get mass healing/buffing, abundant step, blade barrier, and an extra feat. I believe being able to cover the healer role and having bb while doing 80+% of the tempest dps is more beneficial.

I didn't do items or enhancements. Waiting on DDO U item info, but should be ok since not wearing AC items. Enhancements I left some wiggle room by not planning on last tiers, toughness IV, EOTS IV, etc.
