In general, the fewest creatures have resistance to lightning (from my experience). That said, a decent number of creatures do have resistance to all elements.
A positive/positive/positive will serve you much better in the endgame than an elemental shroud weapon. Or, if you have the ingredients, a Mineral II (Lightning II if it's a bow) would be even better."Perhaps the end has not yet been written…”

Mineral II weapon.
Its a Tier III dual shard effect of Earth/Positive.Erzskalde (Warchanter) / Erzassassin (just passing through - ignore me) / Erzsoldat (waiting for TR-time) / Erzschmied (ranged Artificer)
