CE and Int Question

I Prolly should know this for the amount of time I have been playing, but if you have a base Int of lets say 10, throw on some +5 gloves, will you be offered the CE feat? Or does one have to have a base Int of 13 without items.
My memory precludes me.

Feat requirements are based on your un-enchanted ability score. Base + Level Ups + Tomes.

Goes of base intel. So a 10 with +3 tome would suffice but items with enhancment bonuses cannot allow you to take a feat.
