    You know what works real well for those large quantities?
    Goto house d arms shop, not the pawn shop the other place at top of steps, and buy a cheapo quiver.
    You can mail large quantities of arrows in one go at the price of mailing a cheapo quiver(about 2 gp last i checked)
    That technique worked real well for me when I sent Cay all my arrows the first go.
