Probably been said, but 28/32 difference is not that huge of a deal. Where you notice it the most though is when you get into deep multiclassing, those 4 points can make/break build depending on what you are attempting to do.
I think its certainly more fun to make builds with 32pts. The more points you have, the easier it is to make unusual characters that combine different build options together.
That doesn't make them strictly better, but it is "more" and more is generally a fun thing.
I've never re-rolled a 28pt character as a 32, its just not worth while in my opinion unless you are dissatisfied with the old character. Bumping up a dump stat by 4 or a key stat by 2pts just isn't "significant" to overall play. Making good feat picks has a larger impact than your build points most of the time.
28 point builds are viable, and can work quite well at end game.

As it has been said many times 4 points only make a big difference on certain multiclass builds. 4 points make a noticable difference on certain stat intensive classes. For many single classed characters the difference can be pretty minor.
32 point builds are statistically superiour than 28, how much better depends on the build, and more importantly, the player.

I don't think 32 point builds are "overvalued" but I do think they are valued.
