You'd be better off going fighter. Rangers don't really get any benefit, expect maybe favored enemy.

Grab repeaters as a feat, too. Weapon specs will help your minimal damage output as well. Kensai will boost this later.

Contrary to what you heard about fighters, a ranger (come mod 9) will be the best repeater user there is, because of the amazing +25% capstone.

Go Pure level 20 ranger for the +25% ranged speed capstone and get yet another favored enemy (with 5 favored you will have most monsters covered). I am currently playing a 16 ranger who has respeced to repeaters and having allot of fun. Here are some things to think about in Mod 9=
    1. lvl 20 repeater rangers will attack 165 times per minute! (132 with feats, 165 with capstone)
    http://forums.ddo.com/showthread.php?t=172819
    2. 20 rangers will have +14 damage vs. favored (with enhancements)
    3. Rangers can add +2 damage to xbow attacks with rams might (though str bonus has no effect, the +2 damage STILL DOES)
    4. Power attack when using a BOW and multishot, BOW PEOPLE, BOW!
    5. You still have multishot! (to max my damage against bosses like the Pit, you MUST use a BOW everytime multishot is off cooldown, THEN go back to repeater, +25% speed means more multishots going through too)
    6. Arcane archer "Force Arrows" changed in Mod 9 to an activated ability, that now works with repeaters
    7. A lightning 2 BOW (for multishot) and lightning 2 repeater combo with silver arrows/bolts is amazing dps!

It IS true that TWF outdps's the repeater alone, but switching back and forth to BOWS for multishot removes this advantage. Especially since bows and xbows will gain more attacks per minute as BaB increase, while TWF will not. I am not saying you will be the king of dps but you will definately be up there, all while being at a range.

    EDIT
Edited to make it "easier" for some to understand.

I dont know where to begin.
    1) what kind of Xbow are they using to shoot multiple arrows at once?
    2) How do you get a Str bonus from rams might on a Xbow?
3)How is it possible for PA to work on Xbows, thought it was only for melee?

This is false, PA will take off of your to-hit but will not increase your damage with a ranged weapon.

Also, the speed boost will be more of a hinderance if it even applies to crossbows (unsure whether it will be longbows/shortbows only or ALL ranged weapons)

Repeaters suffer from an unfortunate bug where they can fire too fast to register all 3 bolts. This is already achievable without an extra 25% RoF. With Rapid Shot and Haste my repeater build regularly has bolts that never even roll to hit which is a very sad state of affairs.

I too would prefer a pure Fighter using the many feats available and aiming for Kensai too. And that you'll still do very well if you need to break out the melee weapons.

    2. Once again reading is fun! I said you recieve no str benefit, but you gain the +2 damage bonus of rams

Thats a Graphical issue, according to CForce's data the attacks are still going through.

As some people have hinted at, there is no crossbow that's effective for solo play.

    Or group play.

http://forums.ddo.com/showthread.php?t=172819 What about the fighter capstone? You get a +10% with ALL weapons. There are times that you're going to want to just put up the crossbow, and pull out two weapons. Fighter offers more versatility.
    2. 20 rangers will have +14 damage vs. favored (with enhancements) Fighters get +4 to damage (Superior Weapon Spec)+3 to damage (Kensai)+1 crit range. Your repeater has a 17-20 crit, you have +7 damage. Sure, half the damage of a favored enemy, but this +7 hits everything. And, the crit enhancement also probably makes up for that difference.
    3. Rangers can add +2 damage to xbow attacks with rams might (though str bonus has no effect) Believe they said they're fixing that. Should only increase strength, which won't give the repeater ANY advantage. Bow Strength does nothing on a repeater.
    4. Run with power attack on all the time for an extra +5 (with +5 weapon, PA, favored enemies, and rams might= +26 damage per shot, +36 with barsong) No power attack on a repeater. Sorry. You can switch to a bow, but he wants a repeater build, not a bow build.
    5. You still have multishot! (to max my damage against bosses like the Pit, you MUST use a bow everytime multishot is off cooldown, THEN go back to repeater, +25% speed means more multishots going through too) No multishot on a repeater. Sorry. See point 4.
    6. Arcane archer "Force Arrows" changed to an activated ability, that now works with repeaters Force Arrows still only makes Arrows, not Bolts, if I recall correctly.
    7. A lightning 2 bow (for multishot) and lightning 2 repeater combo with silver arrows/bolts is amazing dps! Multishot does not work with a repeater, to repeat. Lightning 2+silver bolts is not a valid arguement on Fighter vs. Ranger, because they both can get that.

It IS true that TWF outdps's the repeater alone, but switching back and forth to bows for multishot removes this advantage. Especially since bows and xbows will gain more attacks per minute as BaB increase, while TWF will not. You even quoted this agin where i talked about having a lightning 2 BOW and repeater. I understand skimming a post and missing the bow reference, but to quote it where it specifically says BOW is impressive!

    1. They are "fixing" rams might to no longer increase +2str and add +3damage (for 4 damage total with meele). It will now add +2 str and only +2 damage (for +3 total with meele, and +2 with xbows).

    2. Forum search is your friend! On Lamania you no longer "conjure" force arrows, instead its a clicky ability that lets all your ranged attacks deal extra force damage for 20 seconds. Confirmed it worked on repeater, Do a Forum Search before posting something you are "unsure" of.

    3. I have allready conceded the PA not working with ranged, thanks for repeating that. I will edit my orginal post then so others who dont read subsequent posts wont get confused.

    4. With the build you could ignore arcane archer and still go tempest, negating the fighter capstone difference.

    5. At endgame, you will often find that there are few monster types and currently the 4 favored enemies offered to rangers cover just about everything in end game raids. I dont think fighters +8damage, +10% speed, and +1 crit range really beat= +25% speed (enormous bonus), +16 damage vs favored (including +2 rams), evasion, spells, etc.

But I guess the main point Im making here is using ONLY a repeater is a poor idea... Switching back and forth to Bows (when multishot is up) is the best way to maximize your dps at a range, and IS viable. Also even though humans recieve no Dex bonuses, they are probably the best race due to the extra feat (the MAIN reason, ranger PrCs are feat heavy) and human versatility (+5 damage for 20 secs). Your to-hit should be high enough anyway.

I did mention, "You can switch to a bow, but he wants a repeater build, not a bow build." Didn't skim, I mentioned the bow. He wants a repeater ranger, so with the exception of wanting some melee versatility, I kept ranged comments to repeaters only.

    1. They are "fixing" rams might to no longer increase +2str and add +3damage (for 4 damage total with meele). It will now add +2 str and only +2 damage (for +3 total with meele, and +2 with xbows).
Now, I understood it was to be changed to only a +2 STR. If +2 damage to Ram's Might remains, rangers get that +2 damage bonus.

    2. Forum search is your friend! On Lamania you no longer "conjure" force arrows, instead its a clicky ability that lets all your ranged attacks deal extra force damage for 20 seconds. Confirmed it worked on repeater, Do a Forum Search before posting something you are "unsure" of. I searched up Force Arrows, the current ability. Assuming this is correct, then they might have the same issue as Pallys and Deepwood Snipers have: irritating clickie based combat. But, some people can deal with having to click that again and again. If that's what floats your boat, go for it.

    3. I have allready conceded the PA not working with ranged, thanks for repeating that. I will edit my orginal post then so others who dont read subsequent posts wont get confused.

In the end, it's a playstyle choice.
Point being, they're both completely viable options. It matters what he exactly wants from his build.

For myself, and only myself, I prefer Heavy Repeating crossbows for solo play. This is current and not based on future changes. True DPS is low, and not for speed runners, but I dungeon crawl anyways. HRCB have a decent range and you can usually peg off enemy casters outside of their casting range. Not going to do much if you have a 30sec fear over your head. as for class, it is up to you. My Wizzie and Rogue Both use HRCB, and love them. Not very useful though in most Zergs. Last zerg I was in, I felt about as useful as a Lvl 3 Sorc without mana.

You will notice the little squiggly line at the end of the sentence. This is what is commonly refered to as a Question Mark and is used to signifiy a question.

So there was no points to conceded i really did not know if PA worked on Xbows as i have never tried it. My questions were more along the lines of "if this is the way Xbows work then they are more screwed up then regular bows".

    lol!
I think i was more in shock of your initail statements that PA works on Xbows and stopped reading at that point.
    My comments is red.
