If you can afford to wait (and use it only at L7) I would suggest to wait until after mod.9 is released. +2 Int tomes will become much more affordable.

Apparently, from testing on the preview server, all the currently unbound +2 tomes will not have a minimum level requirement. However, all that drop after the next module will have a minimum level requirement of 7. So, if you're planning on using your Int tome on a character that is level 7 or higher, you'll be able to get one cheaper after the next patch. If you want one to use on a level 1 character, however, you're going to have to pay a lot for it. I don't think that there's any indication that the +2 tomes were dropping more or less often on the preview server than they are now.

As HumanRogue said, the reason is not that they will become more common, but rather that they will have ML7. Since people already know about this, the current +2 Int tomes that drop with no ML are extremely valuable (because skill points are the only thing that cannot be gained retroactively by using a tome). Thus, it is currently very expensive to buy one.
Once mod.9 is released, +2 Int tomes with ML7 will be much more affordable.
