Default Attack Mod vs. Damage Mod?

I thought I understood the DDO combat system pretty well, but can't figure this one out...

STR bonus is used when determining Attack mod and Damage mod (assuming non-finessed melee weapon, etc.). So why is the Attack Mod different than the Damage mod in the weapon description below?

(Screen shot not mine, but courtesy of the very nice Unique Loot Thread)

I noticed something similar on my character; 26 STR for a +8 bonus, but the Attack Mod was +8 and the Damage Mod was only +5. He's TWF dual-wielding for what that's worth.

Why wouldn't the Attack Mod be the same as the Damage Mod? I'm misunderstanding this somehow... can anyone clarify? Thanks as always.

For whatever reason the game frequently displays erroneous damage modifiers; the to hit mods are always correct, and damage modifiers vary (equal to to-hit for primary 1h weapon, +50% for 2h weapon, and -50% for offhand weapon)

the erroneous damage mod display does not seem to accurately reflect any of thsoe 3 states.

the real damage mod for that item is +11 in mainhand (32 strength), or +5 in offhand; were it a 2handed wepaon, it would be +16.

Ahhh, I was unaware that the STR damage bonuses varied based on what's in each hand. Thanks for enlightening me Junts! Do you recall where this juicy bit of information was revealed? I'm wondering how many other finer points of the game I have yet to learn...

It's a D&D thing (of course if you don't play D&D, that's no help). Perhaps the tool tips (or whatever they're called) should state the rule.
