Does Unarmed with GTWF benefit from Tempest I's 10% speed bonus? (why or why not?)

Does Two Weapon Defense's +1shield bonus stack with the shield bonus from Tempest I-III?

Does extend work on monk finishing moves like walk of the sun? Do other metamagics work with any monk stuff? Does quicken reduce spell-like finishing move cast time? Does Eschew remove ki costs?

Does Ranger Devotion Enhancement stack with the similar Cleric Life Magic (the positive and negative energy one)?

Does empower or maximize affect healing, or just empower healing?

Question about halfling dragonmarks:

What level spell are they each considered for the purpose of a devotion item?
Do class healing enhancements apply to them? (like rng devotion)

Currently does, but is being changed to not work in mod 9. As to why, it's is perplexing to many of us as it not only detracts from monks' already low relative dps, it makes tempest monks a mandatory reroll.

Does Two Weapon Defense's +1shield bonus stack with the shield bonus from Tempest I-III?

Yes.

Does extend work on monk finishing moves like walk of the sun? Do other metamagics work with any monk stuff? Does quicken reduce spell-like finishing move cast time? Does Eschew remove ki costs?

Meta feats used to work with finishers when monks first came out, but that was changed. Empower healing supposedly works with healing curse, but I have not confirmed that personally.

Does Ranger Devotion Enhancement stack with the similar Cleric Life Magic (the positive and negative energy one)?

No. And cleric one is healing and negative (inflict type spells).

Does empower or maximize affect healing, or just empower healing?

Heal spell is only affected by empower healing. Max, emp, and emp healing all affect cure type spells.
Question about halfling dragonmarks:

What level spell are they each considered for the purpose of a devotion item?

1st for clw, 3rd for csw, 6th for Heal.

Do class healing enhancements apply to them? (like rng devotion)

They are exactly like the spell in what affects them item, feat and enhancement wise. The only tangible difference is that you can DM heal when in an anti-magic field or Quelled.
