I am not sure of the scope of your question, but if you wanted to look at items that grant AC directly, you'd find that these items wouldn't necessarily lead to the build with the highest AC.
For example, full plate gives more armor class than any other armor, but given a high enough dexterity, you can actually get more AC out of wearing a white dragon scale robe with only 6 armor class but your full dexterity bonus to AC.

Max AC is extremely Build Dependant, But item wise, counting only thing that stack here what I can come up with off the top of my head.
10 base everyone starts with
5 Protection Item
4 Natrual (DT)
4 Insight (Shroud Weapon)
2 Chaos Guards
3 Chattering Ring
4 Icy raiments
8 Armored Bracers (Cannot be used with Chaos Guards)
That doesnt add up to a whole lot does it?
I'm sure I missed a thing or 2, but the real AC in this game comes from Dex and Wisdom Modifiers, Heavy Armor (Dragon Tough Full Plate is 16), Buffs, Clickies, and auras.
A key question is how long does someone have to hold the max ac to count. Rogues likely can have the highest AC but their Ac threshold last for only 30 seconds = as long as uncanny dodge lasts. Does rogue showtime count (5 1 min buffs) or is the minimum buff the recitation spell of 2.5 min? Up to you to set the parameters.
