Default How to Improve this 28pt Build?

This is my very first character I made. 28 point build. I didnt think too much into evening out stats in the beginning. I don't pull +2 Tomes often and have many +6 items to switch around. I wear items that I don't change much unless the situation arises. I'll list what I wear below. He needs work on AC for sure. He was a sword and board fighter, now a duel weilding bastard sword fighter in hopes of saving him since I have a nice collection of Bastys.

When he equiped a Mithral tower shield, his AC was only a 44 unbuffed. Now with TWF unbuffed he's only at 37AC. My friends got me this far in suggestions to improve him to be a more DPS build, but I wanted to run this by the forums for more input. I'd rather not delete him just yet. What are some of your suggestions for improving his AC?

Human 16th lvl Fighter Chaotic Good

Intimidate: 21 (Didn't know the importance of this at first)
    HP: 402
AC: (Whats listed on Character Sheet)
    10 Base
6 Dex Bonus (Max Dex Bonus: 6)
    5 Deflection (Ring)
    13 Armor Bonus (Mithral FP)
    1 Dodge (Alchemical +1 Bonus)
2 Feat Bonus (Dodge and TWF Defense)
    ------------------
37 ac (Pretty bad at level 16)

    Saves:
    Fort: 16
    Reflex: 16
    Will: 10

    STR: 28 (19 Base, +1 Tome, 2 Feat, +6 Item)
    DEX: 25 (16 Base, +2 Tome, 1 Feat, +6 Item)
    CON: 22 (14 Base, +1 Tome, 1 Feat, +6 Item)
    INT: 9 (8 Base, +1 Tome)
    WIS: 14 (8 Base, +1 Tome, +5 Item)
    CHR: 10 (8 Base, +1 Tome, +1 Item)

    ENHANCEMENTS:

    Fighter Armor Mastery 1-3
    " " Armor Agility 1
    " " Critical Accuracy 1-4
    " " Trip 1-3
    Fighter Bastard sword Spec 1-2
    " " Flanking Mastery 1-2
    Human Adaptability: DEX 1
    Human Greater Adaptability: CON 1
    Human Improve Recovery 1
    Racial Toughness 1
Fighter Intimidate 1 ( Not sure if this really helped since it was low to begin with)
    STAT: STR 1-2
    Toughness 1-4

    Taken FEATS:

    Bullheaded
    Dodge
    Exotic Weapon: Basty
    Weapons Focus: Slash
    Greater Weapon Focus: Slash
    Weapons Spec: Slash
    Greater Weapon Spec: Slash
    Improved Crit: Slash
    Two Weapon Fighting
    Improved TWF
    Over-sized TWF
    Two Weapon Defense
    Iron Will
    Power Attack
    Power Critical
    Toughness

    Helm: Minos Legends
    Neck: CON +6
    Trinket: Mummified Bat or Bloodstone
Cloak: Switch between all Greater Elemental Resists when needed
Belt: Proof Against Poison with GFL
    Ring: WIS +5
    Ring: Protection +5
    Gloves: DEX +6
Boots: Striding 30%, Hobnail, or Spiked Boots
    Bracers: STR +6
    Armor: +5 Mithral Full Plate
    Goggles: Trapblast

I haven't played him much over the past year and I hear that sword and board is no longer as useful at high level compared to the multi-class beasts that are out there now. Let me know how or what you think to improve him into something useful. I thought about deleting, but won't until my new up and coming fighter gets up in levels and works out. Let me also know if you need more info. I'd prefer to not multi-class this one since he's my only pure fighter, but will intertain suggestions.

    Thanks in advance.

Yeah those TWF Kensais are going to suck in mod 9 - good advice

    /sarcasm off

He respecs a few feats and he's good to go.

    EDIT
As to improving AC - kill the mobs before they kill you You could get a useful AC against trash mobs if you farm DT armour long enough and get some shield clickies.

    10 base
    15 DT
    +5 prot
    +4 nat
    +4 insight (DT or shroud)
    +1-3 Dex depending on enhancements
    +1 dodge
    +1 haste
    +4 shield clickies
    __
45-47 TWF without CE, recitation, pally, or ranger bark

    +5 CE
    +5 towershield instead of spell
    ___
    55-57 self buffed + haste

The problem with AC is that to keep it up in a working range you basically need Combat Expertise. And you´d need a +5 INT tome to take it. Keeping a competetive AC will be very grind-intensive for you.
--> You can hope for Mod 9 raid drops, but i wouldnt really count on it. Bad news for you.

You could start a more flexible approach with Mod 9. Go full DPS most of the time, or pull out a Tower Shield and go full Intimitank while blocking. Imho one of best ways to play a fighter. Use the big number of feats to bring flexible capabilities to every group you join.
--> sadly, your low INT comes into play again. Even if you eat a +2 INT tome the coming +4 level ups wont give you enough skillpoints to bring Intimidation up to a working point. Bad again.

Leaves the last kind of Fighter open to you. Singleminded and totally dedicated DPS.
Your stats and almost all of your feats are perfectly geared for that job. Stay pure till 20th to get the Capstone. (+1% alacricity, like the Tempest gets) Put out some nasty DPS while going Kensai.
Take all invested AP, item slots out of futileky trying to reach a working AC. Invest these reasources into raising
    1st: your DPS output
    2nd: your saves
    3rd: Your HP

    Drop the feats:
Dodge, TWD, Power Crit (useless for any dedicated fighter, you´ll confirm at 2+ anyway)

In this way, and in this way alone, will you become truly competent and an asset to every group.

Thanks for the replies guys and once again for you EKKM.

That's a bit more info to go on that I'll try before I do anything like rerolling him. I just wanted some more input before I started respecing feats and enhancements again. I've already done it a few times to get him where he's at now. At first I thought Tomes added to your base, but it doesn't, so CE is out.

    Thanks

    They do.
But you still would need have eaten a +5 to be able to take CE.
