I think maybe 1x/hour wouldn't be overkill....

I believe that it mostly has to do with the difference between the two games. LOTRO's stuck command takes you all the way to your bound location. DDO has a few other ways of getting you around, such as ddoor etc, that still keep you in your quest. This stuck command doesn't fling you back to your bind spot, as in DDO it's a bummer to have to exit a dungeon and take a re-entry penalty or have the instance reset on you and so on and so forth
And what are you doing with the other hand?
The problem is when you get stuck, especially at lower level when you don't have DD, it is a very long time to wait for a DM to move you. This is a welcome quick fix to that.
I agree the command needs to be allowed more than 1/day.
BTW - I think this tidbit was already mentioned so it doesn't count toward your three tips Tolero!

I remember the old Threnal loot runs and training all the mobs to end room and jumping up on the bookcase and getting struck there quite a few times and wish they had some sort way to get out, tumbling and rolling didnt always work. This wasnt the only place this happens as I was an exploiter... er I mean explorer of textures and terrains to find nice semi-safe spots to fight off mobs (IE-unabled to be flanked).
Am not referring to coward crevace in Reaver where all the cheesy soloers's hid because they didnt know how to deal with the Air Ele's from the ground floor.
Oh, I totally understand that but /stuck x3 per day would be that much exploitable than x1 per day?
Don't get me wrong, I understand the fear, but unless the number is currently low to prevent known unfixed exploits, I think it's a little too low. In the end, I have not seen the command so I cannot know how exploitable it is and I could be wrong but once per day sounds low. It's rare we get stuck more than once per day but since there is no cost to it, would it really hurt to be little more generous?
I am not comparing DDO to LotRO.
