Maximizing his skill points. The question was for some potential hypothetical. build. Not his. I'll front load the ranger on his build. Much less of an headache.

I think it does matter. If you go to Fred and attempt to respec your feats it notes level taken and does keep track of the feats at that point.
Hi Borro - the answer is yes, Fred only checks that you meet the prereqs - he doesn't check at what level you got the prereqs.
You can test this yourself for swapping in Cleave at a level prior to taking PA (assuming you have a toon that took PA after 1st level).
just make sure he gets his last ranger level before L20. this way you can load in GTWF at L20. this is because gtwf needs itwf as a pre-req. if you get L6 ranger at L20, you have just gotten itwf and cannot qualify for gtwf
If you want to know why...
No. Fred has a really good memory as to where and when you gained what feats. Certain feats have a bug which allows you to do this but the TWF chain is not one of them. If your friend gets his 6 ranger at 15 or 18 he is golden. If he takes it at 20 (why would he) he is SOL.
You also need to make sure he has the 17 dex requirement met before you reach the level that you would like to take GTWF.
I have a character that didn't get 17 dex until around level 13 or 14 (first character and no tomes to start with). I was unable to swap out my level 12 feat for GTWF because at the time I leveled to 12 I did not meet the requirement.
Depending on which feats you're planning for.. It is sometimes good to take 2 or 4 fighter levels before 6 ranger.
Using the fighter bonus feats for dodge, mobility and spring attack allows you to save your main feats for non-fighter feats (like 6 toughnesses, for a bad example).

So, question. If I have a halfling 9 fighter / 2 rogue, and I really want to add 6 ranger for tempest, do I need to drop TWF and imp two weapon fighting before I take ranger levels or waste the feats? If so, that is sure going to suck to level...
