This is a little mini-guide to help new players figure out what quests to do, in what order, because sometimes it can be less than obvious where to go and what to do. Some of this will be obvious if you read all quest text, but some of the connections from one series to the next may be less clear.

    Korthos Island:

After finishing the tutorial, talk to the guy standing in front of you. He'll send you to the inn to talk to the innkeeper, who'll send you in order to do 3 quests. In case you don't read it all, they are:
    Heyton's Rest
    The Storehouse's Secret
    The Cannith Crystal
Then talk to the innkeeper again for the quest
    The Collaborator
After finishing the Collaborator, talk to the mayor, the woman at the gate, and the guy on the dock for their quests.

Next, head through the gate to the outdoor area, and talk to the guy along the side of the path. Do
    Redemption
and talk to the warforged to pick up
    Misery's Peak
Finishing Misery's Peak (and talking to the captain twice and the first mate once) will be enough to get you to the Harbor and Stormreach proper, but you might want to also do
    Sacrifices
for the set rewards, and possibly
    Necromancer's Doom
    Stopping the Sahuagin
to finish the Korthos area quests.
Don't forget to talk to Mara when you do get to the Harbor, to pick up your Collectible and Gem bags.

So in other words, no you don't have to. Still, I would reccomend doing so before you level to level 4. It's relatively easy XP and easy to solo. And one you pass the level range, you take a 50% penalty to XP. Remember that you don't have to level up immeadiately upon reaching the mark. You can accumulate XP up to 1 point below 2 levels over your current level. So if you're level 3 you can get to 1 XP below 5th level before you are capped.

This can be useful if you want to complete something before you exceed it's level range. Just hold off training for a bit.

There is more than enough xp in game that there is no real need to bank xp...
