I'm pretty sure that's a deathbeckoning robe of greater jugs. I saw one being advertised in the forums, they wanted a large bone for it.

while I laughed as well I really think they (turbine) would be doing us a favor by adding some more robes like that to the game. GuildWars has some very, uh, revealing outfits and I never heard anyone complaining.
