Stability on armor is always less useful than other armors it's level because it is rarely (if ever) higher than +2 armor bonus, and just plain old +5 armor is better for AC than +1 with +2 non-stacking protection. At level 9, you can get a +3 resistance item, and beat that aspect.
I am betting that armor with greater stability would invariably be +1, and therefore no advantage. That's the way DDO rolls.
The ONLY benefit for true neutral melee is not getting hurt with unholy, axiomatic, & chaotic damage. Even if you were to get +5 armor with stability at level 8, it would be obsolete at level 9. Of course greater stability would likely not be wearable until much later.
