I am getting some graphics (and Sound card)
issues and I am looking at upgrading...

Edit: Here are the Specs as per my Control panel...

I am currently Running a Dell Inspiron 530 with about 2Gb of Ram
with a ATI Radeon HD 2600XT 256MG graphics card.

I am running the Factory Sound Card...

and my Operating System is Windows XP.

I see a lot of people mentioning how awesome the ATIs are, but I haven't seen anyone mention the flip side of that coin: driver support. ATI has a notorious record concerning driver issues... while they have gotten better over the past year, a lot of these issues still exist. Heck, just two weeks ago someone in my guild updated their driver to play a new game, then had to step back a few versions in order to get back into DDO... this is not an uncommon occurrence with ATI cards.

ATI drivers are notoriously BUGGY. Nvidia is a bit more expensive but are more reliable with their drivers.

I've used a both, i'm just saying right now the hd4830 is a killer deal, it's a downclocked 4850.. if you're going on the cheap (which a 8600 is) i'd pick the hd4830 over it.. now if i'm going to spend a few hundred dollars on an expensive card, that's another story.. i'm talking about in the particular price range, ~100 the hd4830 is the best on the market

This doesn't change the argument. You're looking at performance numbers and price only, not the whole picture. Yes, from a price-per-numbers perspective, the 4830 is a good deal. But from a price-vs-utility perspective, it may not be.

Having all the power in the world does you no good if the drivers won't work, or if you have to change drivers every time you change games. It's sort of like having the latest Lambo, but the only gas you can find is tainted with water.

Not to mention ATI cards tend to run very HOT as in overheat. They aren't very efficient at disappating their heat generation. They are owned by AMD and AMD has historically had heat issues with their processors.
