Please Explain To me WHY???

I need to put in a BIG GRIPE!
After all the quest running, favor farming, ingrediant getting.
Why on Earth would the Dragontouched Armor not be Mithril???????????????
I mean cmon! Level 16 capped toons running for steel armor with enhancements?
This is not good for any of the Rangers, Rogues, Evasion Builds, and Batman Builds in the game.
I took the breastplate only becuase the LEATHER IS HORRID and the AC is terrible on it.

Why not put Mithril as a attainable enhancement? You would you have everyone doing the Reaver to get it.

I just dont understand the logic.

It's +2 to base AC value meaning it's effectively mithral without having to invest as much into dex or tower shield mastery.

EDIT: oh i see, you mean for people with evasion and exactly +5 dex mod. Sure, those guys will lose out a bit.

I happen to disagree that the DT outfit/robe is not a god investment to most rogues who generally by the time they hit 10th level are already out of armor and into cloth. I do agree that this isn't the best thing for other evasion builds but then again you could prob run Hound/Vision less times and obtain that armor than what it takes to get the perfect set of runes on the DT armor.
