Don't vendor it.
I have exactly the same axe, and even on a character without the proficiency it helps a lot up to around level 5-6.
Goes triple for the old superior lore items with no ML. I used to have a set but the acid and lightning ones mysteriously gained ML one random patch long ago...BLACK MANTIS - Sarlona
