I think i figured it out, he has a toon that stands behind the table in the House D pawn shop and is in a guild called <fine enchanted weapon broker>, and when they come in they think they are selling to the pawn broker but they are really selling to Boldy, thats why he never has anything **** to sell he only buys the uber stuff.
