Questions about dragonmarks

if i have the least dragonmark,
Can i use CLW wands without umd as say a barbarian?

if i have the greatest dragonmark,
Can i use heal scrolls again as a barbarian without umd?

Nope.

Wands are open to any character that meets the minimum level requirement as long as they are in the spell table for it's class. Scrolls are based off a Caster Level check or UMD roll, whichever is higher.

Dragonmarks are a sign of infused enrgy that instills 'spell-like' abilities. They don't behave like normal spells(they can be cast in anti-magic aura for example) and they don't imbue casting ability.
