With a 13 or higher Str, you can take the proficency. As a feat.
That said, I can't remember the PnP rules.
But I do sorta agree that Dwarves should have it. Elves do.
But it's difficult for me to justify giving Dwarves anything in this game. Not like they don't have enough advantages as it is.
(I might be for giving him Dwarven Axe and taking away Rapier though.)

As long as the toon is a Dwarf AND they are proficient in "Martial" weapons, they get the Exotic Weapon Prificiency - Dwarven Axe for free.
That means Dwarven Fighters, Dwarven Paladins, and Dwarven Barbarians get that proficiency for free because those classes are automatically proficient with "Martial" weapons.
A Rogue is NOT proficient with category of weapons know as "Martial" weapons. Therefore, a Dwarven Rogue is NOT automatically proficient with the Dwarven Axe. He must either take the exotic weapon proficiency feat for it OR multi-class into Fighter, Paladin, or Barbarian.
You can take the exotic feat directly, I know of Dwarven Clerics who have... If you're feat constrained well then pick another weapon.
Technically, by the rules, dwarves treat a dwarven waraxe as a martial weapon.
Rogues are not proficient with martial weapons, except for rapiers and shortswords.
Therefore, dwarven rogues are not proficient with the dwarven waraxe because they are not proficient with martial weapons.
