Would Like To Build A Fun Character To Play, Only Have 28 Point Build. My Main Is A Level 16 Ranger, And I Would Like To Build A High DPS Tank, Dual Weilding Or Not Is Fine. Would Prefer Not To Have Spell Points, But High Hp.

Try a tactical Fighter for something different.
Switch between "Intimidate + Sword&Board" and "TWF for DPS" according to the situation. Spiced up with tripping and stunning monsters. (Stuning Blow+ Improved Trip feats)

if you already have a level 16 character i´d suggest you do some favor runs to get the favor still missing to 1750 for PB32.

QFT. Get back in game and do some favor runs.. You cant be that far away if you capped your first and only character.

You must at least have drow...could always build a DPS rogue. But like the others said, think about getting the 1750 favor. It can't be that hard now that you're already 16.
