I think a better first step would be to adapt a concept from 4E and change paladin's casting stat from Wis to Cha.
After that, maybe give paladins Cure Critical Wounds, and/or Mass Cure Moderate Wounds maybe.

As it stands, DDO has already mimicked some of the abilities to be found within, but a little more thought should be given to the paladin's spellcasting and the mistakes made in the D&D 3.5 PHB--giving partial-progression casters spells WAY below their level, which are essentially meaningless.

It would be totally acceptable to allow Paladins to spend AP to add Heal to their class list. Even though they have no level-6 slots, that still wouldn't be worthless: it would let them cast Heal scrolls without needing UMD. (It shouldn't be a cheap enhancement, though)
To go further, it would be reasonable to make a Paladin specialty enhancement that improves their divine magic abilities (as opposed to combat skills). That specialty could provide multiple icons to cast a spell effect by drawing from the Paladin's own spellpoints. Considering the lower spellpoints, it wouldn't be bad to let Paladins use a small list of more-powerful spells for both healing and offense (Mass Resto, Heal, Mass CSW, Mass DW, Holy Smite, Searing Light, Dismissal). Also, other features could be:
* Lay On Hands regenerates every 90 seconds
* Inflict a Healing Curse (like a monk)
* Replace wisdom with charisma for save DC of offensive paladin spells
Careful what you wish for then you would get nothing but threads about how stupid battle Paladins didn't heal them and wasted time fighting.
They could easily add a healing prestige class that added to the power of lay on hands and give you more uses per day to mimic the heal spell (fine with me).
Again though unless you really like healing careful what you wish for....
