I would say base value of 1mil plat, but with the lvl cap going up about 3 months from now, that value will rapidly decline.

With a load of players in possession of icy raiments and not nearly as many +8 AC bracer sets, especially rr halfling ones, i'd say one million play is a low number. I'd shoot for at least twice that amount.

I got my set (and it has a worse RR) for 500k PP plus two +2 tomes (Wis and Str).
