THF will be more attractive because of the added multiplier to crit damage. So IMO it is unfair to say it does nothing for THF. OTOH, IMO it does not do enough to bring THF into balance with TWF. ATM TWF is so far superior to THF that it will take a lot of work to make THF worth even thinking about.
In both the barbarian and fighter PrE I hope there is considerably more work done to make THF and S&B more competative with TWF so that we see greater variety in character builds. And, I'd like to see that done without nerfing the TWF in order to achieve better balance.
With the effects coming off glancing blows. While i agree TWF will still be the best at least THF gets a bump.
The current proposal for Frenzied Berserker improves THF more than it does TWF, for two reasons:
1. It increases Glancing Blow magic proc rate, which doesn't apply to TWF.
2. The critical multiplier bonus gives less of an improvement to khopeshes and picks than it does rapiers and falchions. Since there is no two-hand khopesh or pick equivalent, that change is favors THF.
But of course, just because THF gains more from FB than TWF does, it doesn't mean that FB will bring THF into the lead overall. TWF was already ahead, and it says ahead, but not by as quite as much.
1. You're correct, but the question we're all waiting on is what percentage increases are we talking about for each of the feats/enhancement levels for glancing blows.
Also, I'm not a huge fan of the idea for helping out through glancing blows. While the glancing blow extra magic proc will be nice when it hits your main foe, I think it's close to irrelevant. Not b/c of the increase in damage, but b/c not too many barbs are just wading in the middle of mobs doing DPS. Most are picking one mob, and going after it, so as not to need to be constantly healed by the cleric. And they could be stat damaging, true, but if you're running a stat damage barb, you're going to be a TWF'er.
2. And yes, there's no equivalent, but people are going to be looking at dual wielding 15-20/x4 weapons, and that will pretty much end their evaluation on which way they lean.
I still think this change benefits TWF'ers more, when looking at how people use their barbs.

the fact that an "on hit" effect needs an enhancement to work on glancing blows is the biggest joke being applied to thf atm.
