how do i get them?
i know its a feat but i cant take it when i make a halfling

In the harbour by the mail box/auctioner there is an npc take her quest then you can make dragonmarked characters on that server. Also as a bonus every character who does her quest gets a free feat respect from fred. Quest is easy no combat or exp just answer questions the entrance to the quest is very close to the npc.
